It's not just Carson but conservatives and fiscal libertarians in general on the state of those needing welfare. Many just want to eradicate it and leave it to the free-market. They think smaller government creates a rising tide that raises all boats. That just simply isn't true. You may have more people floating or you may more people sinking to the bottom of the Atlantic. Without giving a leg-up rather than a hand-out, you can't do much to pull people out even if they scratch, claw and pull themselves up by their bootstraps.

How about this. That big "welfare state", anyone can take advantage of it. You can take it or leave it. Why aren't other groups being affected by it nearly as much?

It hasn't hurt other groups nearly as bad. I never said anyone benefited. However, you cannot hold the "big welfare state" as the sole cause. If that was, other groups would be doing alot worse than they currently are.
Something else. Blacks have long had the highest out of wedlock birth rates, the highest death rates, and a larger portion of the Black population suffered from dire poverty than today. This was without the welfare state.
Let us put this into perspective. The violent crime in the Black population, the vast majority of it has been among the underclass. The Black middle class has been on the rise since the 1960s and 70s. For Blacks entering the middle class and getting college degrees, times could not be better.
On the other hand, among the underclass, the murder rates soared from 1970 into the 1980s. Murder rates were shooting up before hip hop even hit the scene. I only remember one song from the 70s that spoke of being a drug dealer, and that was an R&B song, "Pusher Man" by Curtis Mayfield. The violent gangster type of rap music came out in the mid 1980s. The murder rate has been dropping since the early 1990s.

Well, the graph shows poverty among African-Americans has dropped.

What about those who got a good education and good jobs? That is the real way to get out of poverty.
