No. She sells a specific product. She didn't turn them down, just simply declined to make a change to her product to cater to them. They could have taken the cake, and purchased their own toppers to swap out.
The couple can go to another bakery that offers "customization" if they want to.

Nope. If that is the ONLY wedding cake design she sells to anyone, then she does not have to make something different for this couple.
