Hilary Clinton and Lois Lenner are not elected officials. Their office is not up for campaign.
All Governors are elected officials. When campaigning, they can no long use the Government issued e-mail server(public subsidized)
Being a Private E-mail, like Clinton's they are protected under the 4th amendment.
Kind of like the email Scott Walker and his campaign were using.
