I noticed they were at the funeral of Freddie Gray, but they seem absent at officers' funerals.

Has past presidents done that? I am not familiar if that is a common thing presidents have done.

IMO, Because he is signaling that the White House recognizes there are problems with US police forces.

Never knew this was standard, attended two in my lifetime, long before Obama and I never saw any reps from the Whitehouse. Me thinks someone is suggesting that it normal for the Whitehouse to send representatives to the funerals of slain officers and then use it to question or attack the President. I do not believe the thread is Honest in it's information or intent.
