If your are trying to say that Clinton caused that recession, then we agree.

What did the Clinton Administration have to do with Congress passing the no down payment left behind housing bill when Bush was in office?

The No down payment was passed during the Clinton Administration! In '96! It was Clinton's idea! He expounded on Jimmy Carters making the banks have more of a presence in the Minority neighborhoods to giving them No Down Payment loans. Bush tried to reign in the loans but got shot down! called a racist etc!

Yes and no

American Dream Downpayment Act of 2003

Last year I set a goal to add 5.5 million new minority homeowners in America by the end of the decade. That is an attainable goal; that is an essential goal. And we're making progress toward that goal. In the past 18 months, more than 1 million minority families have become homeowners. (Applause.) And there's more that we can do to achieve the goal. The law I sign today will help us build on this progress in a very practical way.

Bush December 2003

His speech during the 2004 RNC also mentioned increasing housing. He backed down from stopping the flood of bad loans. Why mention it if he's against it?

Until you can answer that, you'll never understand because you think the economy only grows due to debt increases..

yeah, I'm still laughing my ass off that anyone believes that to be true.

Government spending competes with non-governmental spending by reducing the incentive to invest, consume and earn income.

Nope. The private sector is raking in record profits on top of record productivity. Why are they sitting on cash and buying back stock?
