In most cases, I'd think they'd go with the non-union person due to the potential issues that accompany unionized labor.

If you owned a business and wanted to promote a person to supervisor, would you choose based upon job performance and attitude or seniority?

Unions had a place prior to all the protections given to workers by the government. With all of those protections, the "need" for unions has passed long ago.

What will a union protect a worker from that the government won't?
