Which all supports my theory of sterilizing all welfare recipients prior to issuing the first check and sterilizing all sentenced to any significant prison time, say more than 1 year. Poverty will be cut by 99% within a generation. And the average IQ nationwide will rise significantly.

Cut off the welfare. If they start to wreck their neighbourhood, violently put down the riot. Maybe when they are starving and can't wreck their neighbourhood, they might find a little dignity and actually find a job.
More than likely they might come into your neighborhood and take whatever they want. Be careful what you ask for.
It is interesting to note the riot in your first link started based on an incorrect rumor. The ambulance arrived because the little thief bit the hand of an employee. At least the woman who instigated the entire fiasco was jailed for disorderly conduct.
