This is in reference to a prior act, not the patriot act. And thats my exact point. What you quoted references two separate bills. Also notice that Republican Jim Sensenbrenner introduced it to the House. The bill took Bidens original act, then modified it with changes suggested by George Bushes Justice department to create the patriot act.
