It's also a code-word for people who get a lot of their 'C' grades because they refuse to follow the crowd, or because they're simply bored to death with the needless regimentaion (which seems to be a common by-product of the NEA's concept of "education"). And every once in a while, one of those 'C' students comes up with an idea that works.

Bush and Obama were "C" students, it just means you need a little help to get where you want to be( or where others want you to be). Bush and Obama proved the old adage" It's not what you know, but who you know."
Why is there a **** measuring contests for which candidates grades were better than who's.
Grades do not reflect intelligence.
Bush was a bad president. This is true rather he had As or Cs. We don't know what kind of president Al Gore would have been, so it's hard to compare that aspect of them, so why bring him into this?
I suppose we should blame Obama for any bungles of the next president or two then.
Obama's failures are his own, but you can't say that Iraq isn't Bush. On top of that are the tax cuts that widened the wealth gap and plunged the country into debt, suppression of science pertaining to AGW and stem cell research, the patriot act/surveillance, the damage done to America's international reputation, and the general air of fascism that the US hasn't been able to shake since 9/11.
Obama has been largely a reaction to the damage done by Bush, and the next president will be the same. He hasn't been able to clean up the entire disastrous mess... the only thing that is solely on Obama is Obamacare. The bailouts were Bush, but any president would have done the same, so it's not really on Bush or Obama.
Wonderful. Let's elect more insular and incurious Presidents to the White House who have never heard that Iraq has two different sects of Islam before they decide to blow the place up and occupy it with American troops.
