yes, and if the US decided to issue Vouchers to a certain segment of the population and then gradually expand it to the rest of the nation, we would have had a UHC program. They didnt want that though, they ran around whining to the end of time about how people were going to DIE while they then went out to support ACA which is essentially a voucher program, if you are lucky enough to qualify.

ACA is expected to run $1.5 trillion dollar deficits and benefit just a small segment of the nation, we cant afford to insure everyone in the same manner.
I support UHC but recognize this as an absolute fact. We can not afford UHC (even ending the wars) unless we address all aspects of health care which neither party is willing to do. Everyone is going to have to lose something for all to get something.

It might be easier than you think. Medicare today has a very good idea of health care costs and has established rates for the medical procedures (which, in total, are very comprehensive) that they cover.
Personally I feel that the fixes towards pre-existing conditions were well worth the costs of the ACA.
