Makes sense, the women's restroom often has a line-up while the guy's restroom is empty.
I can see women however not reacting well to the pee on the floor left by men in public restrooms.

so more cost of ADDING a both gender SINGLE bath when most businesses already have separated baths that ''usually'' have more than one stall
more costs because of SH/SA(sexual harassment/sexual attack) lawsuits
There is no requirement to ADD a single occupancy restroom. The only expense is changing the sign on the door of single occupancy restrooms from Male or Female to both.
