Not everyone is going to qualify for it.
I don't know about Chip
Because people want to spread lies about Birth control and they believe them.

no stretch needed, my school system had traveling nurses. And a good chunk of my teachers did not live in my town.

And that's important to note. Urban poor (Chicago, NYC, L.A., etc.) in liberal-led cities with liberal-led public school districts, where there are already a plethora of nearby and easy to access facilities that accept CHIP and Medicaid and provide free contraceptive services, are more likely to bear children as teens than are the poor in rural areas.

That's a CONSCIOUS decision on the part of the urban teens. THAT'S the problem that needs to be addressed, but too many liberals have their heads in the sand to accept that fact and address it.

Not sure where the urban, liberal-led cities conclusions are drawn from as that wasn't in the article.

Recent reports note that the states with the highest rates of teen pregnancy are NM, TX, MS, AR and LA - all states with large rural and/or conservative populations.
This is from 2013, but still shows the highest rates concentrated in the south/southwest:

Related, and why programs that dispense long-term BC are so important:

"Geographic disparities: Repeat teen births ranged from 22 percent in Texas to 10 percent in New Hampshire. Data show that although nearly 91 percent of teen mothers who were sexually active used some form of contraception in the postpartum period, only 22 percent used contraceptives considered to be “most effective†(that is, where the risk is less than one pregnancy per 100 users in a year.)"

Which state has larger cities and urban areas, Mississippi or New Hampshire?

South is struck in their beliefs. That is why south is behind. Latino are mainly catholic and don't believe birth control. But great news is that teen pregnancy are down and birth rates are down.

Actually, the teen birth problem in the south is due to large percentages of Hispanics and Blacks combined with Hispanics and Blacks having the highest rates of teen pregnancies.

Religious right does not like Catholics. In bible belt south, women in general have children at earlier age , more children and on welfare.

and giving them birth contol isn't going to stop them from having those babies. Most of them know about birth control, know how and where to get it, but they are not about to take responsibility.
