I'm sure it happens all the time. What a waste of Tax payer money and time. The cop should be held accountable for the cost.
In the meantime this kid now has an arrest record - that he will have to "cop" to on many employment applications. One that may follow him for the rest of his life.
His student status may be endangered, and he has to pay legal fees for this garbage.
When and what media has stated this? I have never heard of this before. Though it would be wise to follow the rules that come from the DMV over what a talking head in the media tells you.

You are right, I missed that, guess this has never been an issue for me.
Idiot cop. Throughout the years the police themselves have advised people to seek lit areas when pulled over, even proceed to the nearest police station. And they slap this charge on the guy? Derp. It seems when a cop is involved, there is no right way of doing things.
