AFAIK he had no violent past. Is a city liable for the actions of all homeless people with drug arrests if they turn violent?
Has any city, police department, or councilman been succussfully charged or convicted because a felon "was loose and should have been behind bars"?

Start by suing them for the deaths of this woman. Follow up by banning any federal money to cities and states that aid and abet these criminals with these laws. No difference than stopping federal highway funds to states that don't have .08 DWI laws or seatbelt laws.

Sue them. People from San Francisco would probably enjoy prison.

I hope they sue and rightfully so...

It's time The American Citizens start standing up against Illegal Aliens and those who are protecting these scumbags, who violently commit these crimes.

The city violated and has policies that are in violation of federal law. It's pretty interesting that the administration will sue Arizona for trying to enforce a law that fits with federal law because it's thier domain, but is silent on cities openly saying they will not comply with the federal law.

U.S. Immigration and Customs Enforcement said Sanchez was turned over to San Francisco authorities in March, and that the agency had asked for him to remain in custody until immigration authorities could pick him up. That request was not honored, ICE told The Associated Press. Sanchez's criminal history includes seven prior felony convictions, four of which involve narcotics charges, ICE said in a statement.

San Francisco is a "sanctuary city," one of a host of places across the U.S. that gives some protection to illegal immigrants by barring local officials from asking people about their immigration status. Steinle's death has sparked debate over whether sanctuary cities need to re-examine their policies.

You need mens rea to prove murder so no. Their idiocy may possibly be actionable as Gross Negligence in Tort Law though.

5 depotations, a record a mile long and the city says, go do your thing, and they shouldn't, at least be held accountable for some of what happened? I can't believe how some people think!!! I wonder if the rest of the libs are going to join those who say, oh, it is only the fault of the guy who stole the gun and dropped it a young women is dead? I think it is time, illegals that commit crimes or those who are deported and re-enter the country be locked up period!!!!
