Maybe a lot of administrations have been turning a blind eye to it. For most crimes, like auto theft, there's a criminal "infrastructure" behind it that takes time to build. Those hearts and livers are going somewhere.

I'm pretty certain that the consent form that women sign refers to the fetus as "tissue".
I just have to wonder if you told a pregnant women who is getting ready to have an abortion that she is consenting to having the heart, liver and lungs donated ... well, I wonder if she would go through with it.
Why not? I'm a designated medical donor. If something fatal happens to me, I *like* to think that my body parts could be of use to someone else, whether to help other people continue living or to help teach doctors or to contribute to research. If I'd ever had to make the painful decision to have an abortion, the same reasoning would apply.
Frankly, I don't understand anyone who wouldn't want to help others this way.
I don't know the details of existing law regarding the treatment of removed body parts, but I doubt very much that PP is breaking it. Maybe your real beef is with the existing laws.

The general consensus from the pro-choice side has been that it's not a real baby, it's a clump of cells, a bunch of tissue - not a true human being.
So how is it that this clump of cells can be an organ donor?
Regarding the law, did you watch the video? Dr. Deborah Nucatola speaks about how one could circumvent the law. Oh, I'm sorry - "laws are up to interpretation. If I say on day one I don't intend to do this, what actually happens doesn't matter."
