That is the way I read it. Hand her the warning and walk away. If she wants to have a smoke and stew over it, it's none of the officers concern.
Honestly, this cop just didn't know how to be a jerk in the proper way. Placing myself in his shoes and seeing the disrespect coming from her, I'd say "be right back" and print her up a real ticket, walk back, give her the ticket and say "I think keeping the warning would've been better, have a nice day."

When I am stopped by a cop for whatever reason I become as meek and mild as possible. I answer all the questions as politely as I can. I appear calm and reasonable. I do this because acting this way is far less risky than being belligerent and obnoxious. I am always aware that the cop can arrest or even kill me. By controlling my response I retain control of the situation. He has the power but I retain the control.
This line of thinking shouldn't be. It's easy enough enough to make a mistake and run a stop sign and the like. One shouldn't have to fear for their life because some isn't having a good day.
You don't litigate a traffic stop on the street. That gets you more charges. Which is always the way it's been.
To do otherwise is stupid. The woman escalated what would have been a minor ticket and fine to arrest and eventual (presumed at this point) suicide in a jail cell.

He later claimed he arrested her for kicking him, yet in the video, he told her she was under arrest before she even got out of the car, so how could she kick him. He also would not tell her why she was being arrested. . He is also the one on leave right now, for violating Police Procedure. The Cop was way out of line. All he had was a stop for lane changing without a signal, which is a chicken crap stop to all cops. He should be charged with assault and battery, reckless endangering, false arrest, and be terminated for the Force.
He did not arrest her for not signaling. period. That is a lie.

For all the things that went wrong in this drama seems like the Jailers made a tragic mistake not putting her on suicide watch.
