Its NASA author titled it, "Consensus: 97% of climate scientists agree."

Which betrays that he doesn't understand that science isn't a popularity contest. So yes, this administrative bureaucracy's foundation in science is suspect. None of its engineering is handled in house.

The title only makes NASA look a little unsure of itself.

This sounds like a conspiratorial mind in a mirror. Rural communities and small towns have very little housing stock available for rentals. Highly doubtful a few apts could swing the vote
