So much is written about how bad American schools are, especially in urban areas that are predominantly black or Hispanic. But it could be worse... a lot worse. The goal of No Child Left Behind was to eventually bring every single student up to "proficient" level. In Puerto Rico the percentage of public school 8th graders scoring proficient or better in math is zero.

Quote:
...among Puerto Rican 8th graders tested in mathematics in 2013, 95% scored
Below Basic, 5% scored Basic, and (to the limits of rounding) 0% scored
Proficient, and 0% scored Advanced. These results were the same in 2011.

In contrast, among American public school students poor enough to be eligible
for subsidized school lunches (“NSLP” in the graph above), only 39% scored Below
Basic, 41% scored Basic, 17% scored Proficient, and 3% scored Advanced.

...among black 8th graders, 38% score Basic, 13% score Proficient, and 2% score Advanced. In the U.S. among Hispanic 8th graders, 41% reach Basic, 18% Proficient, and 3% Advanced.

Quit placing your white societal norms onto diverse people. Us xenophobic white people have to butt out and leave other enriched cultures like this alone.

We caused this anyway.

That is too bad in PR.

Makes me wonder how our other territories fair educationally.

Only good thing about this IMO is there is only one way to go in PR - up.

The irony in that is that Puerto Rico is about as white as the United States is. At 75% white as per the most recent census, Puerto Rico is a white country.

Have you seen the slums and hovels in PR? They resemble those in any third world country. Plus, iguanas are overrunning the island, having no natural predators.

Quote:
"They infiltrate electrical substations and trigger power outages, including one in January at the island's biggest shopping mall. They congregate on runways at the international airport in San Juan, periodically forcing officials to delay flights until they can be removed."

Been there. Seen that.

Sounds like an oreo to me "Recent DNA sample studies have concluded that the three largest components of the Puerto Rican genetic profile are in fact indigenous Taíno, European, and African"

Putting anymore teachers on that island might cause it to tilt and eventually sink.
I've heard it said that 100 bottles of beer on the wall is a math problem there.

Regarding other territories, here are the statistics for the 8th grade in the Virgin Islands.

Mathematics
Below Basic - 4.9%
Basic - 43.20%
Proficient - 38.90%
Advanced -13%

In all, 51.90% scored proficient and above.

All students in the Virgin Islands are also eligible for subsidized school lunches. For both PR or the VI, this is true regardless of income.

Puerto Rico is much larger though so perhaps it is more difficult to maintain standard for them. Not sure...

No.

Puerto Rican indolence is the only reasonable explanation for their problems. They have a lazy culture. They don't care. It's a 500 year old country that has never once done anything.

Glad to see US VI are performing well.

It is odd about PR though. I wonder what is going on there.

I admittedly don't know much about either islands other than they both have very large public housing authorities (I work in public housing consulting). Not sure about US VI but about 80% of PR residents live in public housing. I was shocked when I was told this once at a training. Their housing is also not as good as it is in US VI.
