I'm as pro-2nd amendment as you get. But when my convicted felon, mentally unstable neighbor that has threatened to kill me wants a rifle, I don't see it as a good idea. Let alone why I should be the one to buy it for him. I guess others don't have that concern.

No, that sounds like a very valid concern. As an analogy, it's very imprecise, though.
Staying within it, nobody is buying anything for anyone, and your neighbor is going to have a much harder time making the fertilizer bomb he was getting within reach of having. Some of the components he will be giving away, he'll be forced to lock up the majority of his bomb-making tools, and the HOA gets to check on his bomb-making lab. He's still allowed to use fertilizer for his garden, though. In return, his bank account is unfrozen. Or something. Analogies aren't very good for this sort of thing.

If you've been demanding money and screeching about your crazy neighbor for decades, others grow wary.

And when your 'neighbor' is thousands of miles away, you live in a fortress, and have him outgunned by a WIDE margin, will you not sleep well at night?
So how is this deal a good deal without surprise inspections?
Basically because it does nothing. As I stated before.....much ado about nothing. The administration patting themselves on the back for doing what they had no other real choice to do.
