Seems like "access to" is now a euphemism for "free" which is a euphemism for "get someone else to pay".

"Children need free internet to get 'access' to education"
"More food stamps to give obese people 'access' to healthy foods"
"Obamacare to give people 'access' to healthcare"
"Free college to give kids 'access' to higher education"
"give 'access' to cheaper power"
"give 'access' to clean water"

As though poor people were somehow restricted access to these services before.

This one bothers me to no end.

We are not allowed to give out "internet homework" at school because we cannot assume every student has a computer and an internet connection.
Any projects requiring internet connections are done 100% at school.

And when I hear the sob story of how students can't do their homework because they have no internet it just bugs the heck out of me.

A sob story to the masses for yet another "freebie".

Did the OP just learn a new word? I have been hearing the word "access" be used for decades when describing things the OP mentioned.....

Progressives love to bamboozle with wordplay. Too bad so many fall for it.

No, it's not a new buzz word, it's an old one in one form or the other.
