No non-citizen should be able to hold public office or a position of power in this country, on any level! PERIOD! If they want to do so, then they need to go through the proper channels of being a US citizen!
There are numerous instances where a non-citizen is a valid member of a community. The easiest that come to mind are Green card holders and workers or students on a visa.
Unless the office or government charter have requirements for specific citizenship, I don't see why the citizenship status can be considered a factor as long as the person is a legal member of the community. I do believe that someone in the community illegally has the same status as a person under indictment for a felony and that their legal status should be adjudicated before they can hold any public office (elected or appointed). But I do not consider citizenship to be an exclusionary requirement unless the charter or constitution dictate it to be.

An illegal alien defender/supporter is not an "immigrant" advocate. Illegal aliens aren't "immigrants". They are supporting lawlessness and thumbing their noses at our immigration laws. exactly right. You have correctly discerned that there is a difference between a non-citizen and an illegal alien, just as there is a difference between a Mexican, an Immigrant, a resident and an illegal.
If someone migrates to a community legally, yet is not a citizen, I can see them as being a valid, legal, member of the community and thus should be welcome to hold office as long as there is no legal requirement for citizenship in the community constitution.
