The State of California should allow the sex reassignment surgery to be performed. However, members of the murder victim's family should be the ones allowed to perform the "surgery."
It seems that if you want a sex change and can't afford it, go to California, commit a crime that will put you in for a year or so and get it for free.

It was a federal appellate court decision, Brown fought it and lost. In the first case, he paroled the person rather than pay for the surgery but this one has a sentence of life without parole, so the state has no choice but to pay for it.
