Pursuant to Title 12 USC Sec. 411, the only way to authorize new FRNs (dollar bills) is for CONgress to enact a deficit.

Coincidentally, whenever there was no deficit to authorize new dollar bills, there was also an economic "problem."

Of course, this is due to usury, which requires an ever rising amount of money tokens with which to pay interest. And since new dollar bills are borrowed - at interest - into existence, you can readily see that we're barking mad.

But pursuant to clause 4, 14th amendment, USCON, the validity of the insane public debt cannot be challenged.
And if the debt was voided for fraud, that would wipe out all the Federal Reserve Notes (dollar bills).

Oh please.. Clinton "almost" balanced the budget because he cut the growth of federal spending and tax revenues increased due to tax cuts and economic growth..

There was no "economic problem" when there was hardly a deficit..

Both parties are responsible! Government deficit and POWER grew under Bush and under Obama. People need to wake up. Republicans are not the party of small government like they claim to be. At least Democrats are honest about what they are.

Conservatives are liars and have no desire for fiscal responsibility. They had no desire to rein in the budget during Bush's presidency when they controlled everything but suddenly Rush Limbaugh and FOX News brainwashed their pea brains into a complete 180 when Obama was elected. Conservatives have no desire to actually reduce the budget but use it as a tool against the Democrats.

So far, since Republicans gained control of both houses in the 2010 midterm, deficits, $1299 Bn in 2011, have decreased to $492 Bn in 2014.

Unemployment has declined from 9.2% in January 2011 to 5.3% in July of 2015.
