Has heroin use been suppressed, amplified, or basically unaffected by such laws? Does "discourage" mean the same thing as "eliminate"?

Not responsive to my post, nor was the claim made actually the one you report. There was no claim that an all-out ban would work. Just that nothing short of it would.

We both really do know that they are affected. If not in their own inclinations, then in their own abilities actually to find and acquire such drugs as they might be inclined to seek.

Guns do not kill people, but a person can kill someone. A gun locked away in a closet, or even laying openly on a table wouldn't kill anyone unless the gun discharges from a malfunction but even that is very rare and most modern guns are made not to fire unless the trigger is pulled. But a criminal can kill someone with a gun (or just about anything), and an irresponsible gun owner could.
Guns are not the problem, the problem is the demographics and the responsibility of *who* owns guns.
Guns should only be owned by those willing to get the correct training. Not everyone is made to shoot a gun. I do believe everyone should learn some form of protection, for their own good.......it can be a dangerous world.
