Let's say you have a county clerk, or a sheriff, or some other issuing authority, who was a Quaker. Quakers are pacifists, they strongly oppose violence. Some even don't believe in violent self defense.

So say you have a sheriff refuse to issue Concealed Carry permits based on his strongly held religious beliefs...... Would that be ok? Why or why not? And if you think it's somehow different, please explain that as well.
If the people don't want a Quaker or anyone who does not represent the local community then the people don't vote them in.

Trying to answer hypothetical questions like this is not a constructive exercise. Most of these sorts of scenarios would never happen anyway.

Best to wait for an actual example, where we know the actual supporting details, such as is the case in the Kim Davis situation.

Kentucky law also requires marriages to be between a man and a woman.

The Bible expects people to judge conduct and behavior as right or wrong and to not accommodate sin in their lives. What it tells people not to judge is people, as in hating them because of their sin. We are to hate the sin, but not the sinner, as we are ALL sinners and are dependent on the mercy and grace of God for our salvation through Jesus Christ.

Anyone who believes that the Bible teaches that we are not to judge anything, including behavior or conduct, is ignorant about what the Bible teaches on this subject.

Of course it has to do with her religious beliefs. That's her entire basis for refusing to give out a license.
Isn't issuing licenses a government function? So she's a government official who's decided that her religious beliefs trump everyone else's? That's not religious freedom. That's religious tyranny.
