The articles linked to didn't claim there is a dress code which is what you are pretending was stated. You could have saved yourself from making this faux pas.
It's one school. The government didn't issue the order. One school did. What are the politics of the school's principal? Could he be very nationalistic? Could he be opposed to accepting refugees? Could he be trying to spread fear and anger?
Or could he be trying to protect the children under his care from animals?
I worked in Seoul Korea for a Saudi company and the Saudi guys were having a terrible time due to the Seoul girls typically wear short skirts or shorts in the summer. They even adopted a 'modesty dress code' at work.
