He still has the mindset that they are "JV" because he said so. That is why the have grabbed all the territory that they have and do as they will, in spite of "bombing" hurting them. The way Obama wants it done it merely looks good on paper but fails in fact.
I seem to remember reading something about a meeting with a JV fascist in Geneva 1938... and that didn't work out so well for the world.

The executive branch of our government approved 771 different export licenses for sale of dual-use technology to Iraq. I think that is a devastating record.

They've engaged in senseless murder and torture thousands of years before either Islam or America existed. It's their favorite pastime. They're not going to grow up and start behaving like adults in your lifetime or mine. All the efforts of all the outsiders who strongly believe they can make a difference will fail. As have all previous efforts, no matter how well-intentioned. The middle east will remain an open sewer of misery long beyond the foreseeable future. It's what it always has been and all indications are that it has made no progress in the entire course of history.
I disagree with allowing one single middle eastern refugee entering the US.
Keep in mind that two years ago, Obama was advocating the use of US air power against Assad (for ISIS) in the Syrian civil war. Further, Obama supported the Muslim brotherhood in Egypt, prior the the military coup removing those elements. Lastly, Obama and Hillary opposed Khadafi in Libya and created the power vacuum into which ISIS and Muslim extremists have entered.
Throughout the Middle East, the Obama administration has either overtly supported Muslim extremists, or created the environment in which they could thrive.
We should never elect another Muslim president again.
Every once in a while there is a post hat all I can say is "you're are just saying this because it is true".

is that not our problem either? when those people start trying to get here, is it your considered opinion that we should prevent them from coming here?
Perhaps they should fight for their own lands rather than surrender them and expect someone else to do the fighting for them.
