And who will pay? because to bring more refugees need to increase costs, as far as I know the US Congress is not willing to do that, and donations are not enough to sustain a long and expensive process.

Oh, I don't know congress seems to have plenty of money for illegal aliens or they'd put an end to that nonsense also by making sure our immigration laws are enforced by challenging Obama's EO's.
