No I don't get the point because you are mistaken. They have to account for the federal money they receive they can't just put it all in one bucket and spend it on whatever they like
He means if someone(the federal government) gives you(2sleepy) money to pay your electric bill, then you have more of your own money that you have earned from another source to use for dining out. If you don't have to pay for your electricity you have more expendable income.
How is that different for anyone else who has two jobs and no paid time off and still has to deal with their Obamacare plan's doctor, clinic, and hospital restrictions?
You missed the whole discussion about how the poor generally has little or no access to medical care because if they are on medicaid a majority of doctors will refuse to see them because of low reimbursement rates, and if they don't get medicaid no doctors will see them, their care is either in an ER, a charity clinic or planned parenthood will treat them huh?
The most that any state will ever have to pay for expanded medicaid is 10% and that won't kick in until 2020, it's funny how these "poor states" have money to spend on implementing voter ID laws, or locking up thousands of their citizens for non-violent crimes, but they can't pay 10% of their poorest citizens health insurance premium.
10 percent is a sizeable chunk of change to some of the poorer states. Just imagine 10 percent of your own income leaving your wallet. And it is naive on anyones part, Democrat or Republican, to ever believe a financial estimate from the U.S. government. They are incapable of keeping spending down.

Obamacare is a totally Dem deal. They had free reign to pass whatever they wanted. Why didn't the Dems fix any of those problems?
