Like this:

"A refugee is someone who has fled from his or her home country and cannot return because he or she has a well-founded fear of persecution based on religion, race, nationality, political opinion or membership in a particular social group."

Note the part about "cannot return."

Sure, they can't return for as long as there is a war.

That doesn't mean they can't return EVER.

When a war that drives refugees out of a country ends, then it is time for the refugees to go back home.

BTW, the definition you cite is very confused. It appears to apply not to refugees that result from wars or natural disasters, but to people seeking asylum because of persecution.

But I'm not surprised that our State Department confuses the two categories. I understand it lets the anti-American UN pick our refugees for us. It is obviously trying to turn America into the Third World as quickly as possible.

In terms of policy, in general, most Democrats could still run within the Democratic Party and be successful. Look at Joe Biden. He believes abortion is wrong, BUT, he doesn't believe a politician's personal beliefs should dictate national policy. And that's what conservatives don't really understand. I've personally never heard a Democrat or liberal say, "Abortion is good."

And, just for the record, the Republican Party hasn't evolved, it's devolved.

So you're saying that a Republican president -- George Bush -- was stupid because he was fooled by Powell's awards and other non-accomplishments and appointed him Secretary Of State? Now we're making progress!
