Cato Institute was founded and is funded by The Koch Brothers-it is a propaganda machine and nothing more.

There are whole Federal agencies that should be abolished though-DEA, TSA, DHS, NSA, NRO, CIA, IRS.
That would save a lot in Government costs and give citizens some freedom back.
