Furthermore, he didn't make the claims to the US government but to private contractors working for the US government. He was hired based on his claims. That's where the fraud charges are coming from.

Small point (in agreement with yours) ... by entering basic training in the military, you receive a
CONFIDENTIAL clearance which means you get to read two newspapers instead of just one (assuming you can read).
