Sorry, just trying to think of a reason someone would actively consume at work, and then have 2 friends cover for him, first thing that came to mind is a job where you have to ask if you want to "biggie size it". Also, most people who don't consume, wouldn't cover for those under the influence.

I totally understand. The sad thing is you'd be surprised how many people do drugs and drink either before or during work and I'm talking about guys who are making low six figures. They're just very discreet about it for the most part and always get away with it.

My father was an alcoholic and beat the hell out of me and my mom. I do not drink or do any drugs because of what I witnessed as a child. It still haunts me to this day and I have to remind myself that not everyone that drinks is a bad person.
Maybe he didn't follow dosage instructions. Sure, blame the cannabis for lack of ability to follow simple instructions.
I watched him eat a very tiny square. He said it tasted gross, was on a near empty stomach and threw up water later in the night. He was a first timer. The guy that gave it to him was high out of his mind.

So blame the cannabis, and not the user with no experience, makes perfect sense
