That depends on the individual circumstance. Any employer, public or private, frowns on employees making unauthorized statements on the employer's behalf. Whistleblowing is a separate question.

What don't you understand about the government working for the people? It's our taxes paying for these organizations which means they must be transparent and open to the public.
I am not convinced there is such a thing. There are situations when one doesn't want public employees speaking on their own.
So you think the employees are lying about the gag orders?
The only situation where public employees should be silent on what they do is when the work is classified and the disclosure would risk a national security threat.

Go to any school board meeting in Texas. Well I'm not sure about all, but no school board member can enter into a discussion about any thing having to do with the district without prior approval of the Superintendent.
In my district, a trustee has to get permission from the super to even go onto a campus, unless they have kids in that school.

I understand it pretty well, thanks.
But I also understand the ethics of working for an employer, which prevents me from acting as a spokesperson unless I am authorized to do so.
