Congress can still work on, and pass, immigration bills, can they not? What problem would be caused by doing that?

Why not wait another year and see if a Republican will be elected President? Someone who might be open to compromise on immigration. Not that I believe that is going to happen, but maybe Ryan is hoping for that scenario. Working on immigration reform as long as President Obama is in charge is equivalent to banging one's head against the wall.

Kind of like how they blame Obama for budget issues when they are the one deciding spending.
This times ten! This do nothing congress only complains, makes excuses, and criticizes.

I really don't blame him. Obama has already made his position clear and demonstrated a refusal to compromise in any meaningful way. Obama's stand is his way or the highway.
I wouldn't waste my time with trying to negotiate with Obama on the topic either.

Paul Ryan is right to block it.
Was Ryan too timid and afraid to just come out and say this then?

Congress gets to change these laws but Ryan doesn't want to.

Again, republicans have the majority in the House. As such, they have the power to change things.

It doesn't mean they can't write one.
