The EU had very little in the way of border controls between its member countries. When the flood of refugees (and economic opportunists) started flooding in, there was little political will and a serious lack of means to stop it. Essentially Europe was simply overwhelmed.
Before you go blaming "liberals" for what happened, consider how many illegals are here in this country. Consider also, that until recently the Administration that had the tightest border enforcement and return policy was Obama's. A large part of the flood we "enjoy" now came in under Bush.
