Ok suppose this: if the republicans are so awful, then why don't democrats step up and propose such legislation? We all know how democrats are only interested in political victories. If they were to pull it off it could be the comeback they are desperate for!
So why don't they propose a bill like that?
What are the democrats afraid of?

Why wasn't immigration done with bush jr during the housing boom? I vividly remember there being an illegal immigration issue.

Well the Republican majority did not care for the Bush Immigration/Amnesty Plan, twice.

His intention however, helped him get the Hispanic vote.

Why should they? The concern is not muslim refugees per se, it's the current new wave of people from Syria. But yes, doing one specific to the Syrian issue would be nice.
