Governors can't do anything about it but wave their arms in the air and hope to influence Obama. There is no gray area here. Obama has the legal authority to do what he wants with respect to admitting Syrians and relocating them around the country.
Which is exactly why the cowards in congress need to step forward and say "no money for you, lights out" and it is done.
