This is hilarious. I hope you can't vote.

The robots.txt impacts the entire domain... and this explains not only why the site had no activity but the lack of activity is shared with the entire district.

greywar argues a bots policy that all of a sudden changes back later. In 2012 there's district-wide IP activity in Newtown, none on the ~sh folder.
