So cops can reason and negotiate with a white man who has already shot 11 people but they can't reason with an unarmed black kid who takes a step or two in a direction the officer didn't like.

This wasn't about black or white. The guy at PP had explosives with him and it WAS reasonable to negotiate with him to save more lives. These two situations have no business being discussed in the same threat. The black kid was outright murdered and the white guy was involved in an on-going hostage situation. Apples and oranges.

Not to mention that cops aren't some sort of unified mass and as such should not be held accountable for decisions made by departments and persons whom they are not. Perhaps if these very cops had shot down the kid referenced then one could reasonably make such a statement.

I'd prefer there be no killings, but draw your own conclusions. Cops seem to be more capable of ending conflicts with white people without violence than they are people of color. I'm not sure how you could infer anything other than that from my post.
I'm sure if the guy had stepped out in front of the cops and was holding a gun up as if to shoot, he'd be splattered all over the place in a nanosecond.
If he stepped out and held his hands up and did as he was told by the cops, that's why he's probably still alive. Not doing what you're told is a huge factor in why so many people get killed by police. So many of them seem to have a problem just holding still. The rest can't seem to keep from mouthing off and arguing with the cops.
By the way, maybe we can merge this thread with the same one going on in Current Events.

Unarmed white men are killed by cops, it's just not sensationalized so you're not aware of it.
