LOL, they are resonating with people. They are resonating a lot with black people, who are their main focus.

They don't need or want to resonate with people who vehemently oppose them for daring to claim that black lives matter. No one needs your support or approval just because you are white.

But FWIW, there are a lot of white people who don't have a problem with BLM and who participate in their rallies/protests/events. I know a couple who do personally along with Asians and hispanics. Many young people support them.

If racial solidarity is the objective then it isn't a good idea to allow other racial groups co-opt the movement. Read Malcolm X's analysis of the Farce(March) on Washington in his autobiography.

There are Black groups who protest Black on Black crime, 70 just marched in my metro recently. Problem is it doesn't change things. Stopping things like murder, family abandonment, wife beating, drug abuse, etc is a bottom up. When 99% of people want to stop it will stop. My wife and I both have one parent from Southern Appalachia, which has the highest White homicide rate in America. Both of us have had one family member we didn't know well murdered, both were drug dealers. If you are a good person the solution is to leave the crap hole because you can't change the majority of people.

That is a cogent point. Stopping police abuse is problem resolvable from the top down.

Because to stop black on black killings they will need to stop having babies like they are a bunch of salmon and condemn most of modern black culture.

They don't care to do that.

I'm going with the guess that the people who live in those neighborhoods are justifiably too afraid to do it and the people who don't live in those neighborhoods just don't care.
