As I suspected, gang shootings. I don't really care about those, as long as they hit other gang members. To me they are a waste and can continue killing each other.
I don't consider a mass murderer to be a terrorist, a political killer, in the traditional sense of the word. Mass murderers are also usually solo killers, not a group killers.
It counts as a terrorist act because that term is a broad word.

In before the fat lady sings... "If only they had all had guns." Let's do away with gun control and arm everyone. That will really help the violence go down and make us a safe, civil society.

That being said, has Trump, Carson, or any of the other GOPers tweeted out yet that the victims were at fault because they didn't have a gun to protect themselves yet?
But, they targeted only the unidentified county employees in a single conference room. Sounds more like a "hit".
You assume they were "targeted". This group of county employees may have been citizens convenient for the killers to murder quickly and get out of the building quickly. You can't assume they were targeted specifically.
