So we have a country developed enough by stealing technology from others that can build an island or two and equip them with military bases but still has the worst smog problem of any country and expects the west to pay them credits to enhance their development?

China does not have the worst pollution in the world, no matter what US media makes you believe. For example, pollution in India or Iran is much worse.
The monsoon climate of China also makes it look worse, because Chinese cities tend to be very cloudy and foggy in early winter (independent of pollution). For example, Beijing is one of the "sunniest" cities in China, but its annual sunshine hours are just the same as Boston's. Shanghai has less sunshine than Seattle, and Chongqing has less than Edinburgh.
So the idea is, China does have a serious pollution problem, but the media also exaggerates it to create a hype.
Even the Flat Earth Society (yes, such a thing exists) believes in man-made climate change, as does the Pope. How embarrassing is that? Right-wingers are eternally behind the times... it's what makes them right-wingers.
How are you planning to stop climate change that has been occurring for billions of years?
When Global Cooling begins in its natural cycle around 2030, we'll all be thankful for man made Global Warming.
I don't think temps as such are the problem, at least not in some regions. I don't care if it's two degrees Celsius warmer or colder, actually I prefer the heat. But the consequences such as rising oceans as well as more frequent and violent natural disasters are the problem. Then there are aspects such as the spread of bugs, including some which might hurt agriculture, the foundation of our existence. Some countries might have to resettle coastal populations, entire cities. Most countries do not have the technology and money that the Netherlands invests in its protection.
Anyway, I doubt there will be much of an agreement in Paris. The biggest issue seems to be the question who is going to pay for any steps to be taken. The West doesn't want to be reminded that up until recently it was the West which caused most of those changes. So they are pointing at China just because they are the biggest polluter now, as a country, not per capita. But that is a recent development and the damage had already been done long before China reemerged.
I have to say, I hope we are capable of warming up (or simply controlling) the global climate. because nobody wants another Little Ice Age. It would actually be a global disaster.
Given our modern technology, such a little ice age might be less of a problem than global warming. Many regions of the world like the Sahara might benefit from a colder planet and sea levels would sink.
There are pilot homes that already produce more energy than they consume.
And the oil price would rise, which would help many countries that depend on oil exports, I don't think that will be any different 20 years from now.

I fully support vaild science and the conclusions of well designed studies supported by appropriate statistical analysis.
This is why I do not believe in "man made" global warming.
Those promoting this theory have failed to refute the "null hypothesis", which is the cornerstone of science. In fact, the AGW crowd turns science upside down and does the exact opposite.
It is amusing when those who know nothing of science, have no degrees in an area of science, and have never published in the scientific literature claim "the high ground" of science.

When the planet cools, the same AGW crowd will claim that the cause is man made CO2 and will try to claim that they never supported "global warming".
I don't believe in man-made global warming or climate change, either, but in man-aggravated climate change.
