Not exactly. Santa Claus is based on St. Nicholas, the Bishop of Myra. St. Nicholas Day is still celebrated in many European countries on December 6th. In America, we've woven the filling of stockings and general gift giving in with the religious observation of Jesus' birth, but that's not the case everywhere.

I. am. posting. the. information. the. way. it. appeared. on. the. link. If you don't like it, take it up with the site. My guess is, knowing Germany's history, that "German" means German ancestry, not African.
ETA: I don't recall seeing ANY blacks in Germany or the Netherlands when I was there.
I reconsidered the school's policy and edited my post. It depends. As long as students are allowed to recognize the holidays, that's fine. Either the school recognizes all or recognizes none.

Uh; many Hispanics DON'T claim "white" even if they are because their kind think it'll get them more bennies being "people of color".
^^Not sure what you're getting at. As of 2014, the US was 62.1% non-Hispanic white. I'd say we have the rest of them beat for diversity. QuickFacts
