It was them that called it "credible" while the real investigators of terrorism called it a hoax.
My comment about blame was in response to you alluding to the FBI being blamed.

The messages sent to LA and NY are similar, not identical.
The identical part is the writer claimed to be a Senior in a local school, a victim of being bullied. Claimed to have an army who intended to attack schools with bombs and guns. And lastly, the writer claimed to be a jihadist.
The information about each school district was district specific.
And the FBI said the message had misspelled words and that allah was not capitalized among other things.

I guess there's some things they want to be kept secret so they can filter messages.

If people disagree and want to make a stand against it why don't they demand that their kids stay in the school regardless of threats. Put you're own kids life on the line, not others.
