How many? We don't know where those terrorists are, and those terrorists are expecting a carpet bombing. In order to get rid of the enemy, you have to locate the enemy. Many cases, the enemy will hide in certain places. More innocents will get killed than terrorists. Getting armies of the past were easy because they were organized and there was a easy way to identify them. We could find their camps and bomb them. Terrorists don't operate like that. There are alot like street gangs, except more violent, more clandestine when they have home field advantage.

The only way that would truly happen is through colonialism, and people will fight tooth and nail to keep it from happening. Terrorists can hide in many places because of home field advantage. Carpet bombing would not work. Ground combat might work better.

Carpet bombing is illegal. It was used in Vietnam and to some degree, against Iraq's Republican Guard in 1991.

Given today's technology, carpet bombing is unnecessary and hence ineffective.

Less collateral damage with drones, and with sufficient intelligence, higher probability of striking the intended individual.

The bombing of the Republican Guard in 1991 was not carpet bombing. The USAF was not indiscriminate bombing, they were purposely targeting the Republican Guard, and there was not non-military targets in the area.
