Well, personally, I don't think that a hypothetical 'president trump' would necessarily do anything that he said during the campaign.

But generally speaking the long-term level of the stock market has to do with the profitability of global companies, and nothing to do with the sitting president.

Or when government gets involved and causes the booms and the busts.

It is rare for the government to cause booms or busts in the stock market. Typically that is driven by speculation from the private sector, like the tech bubble of the late 90s.
