Doesn't matter, the border is Federal property. No private person owns any of it. If they have grabbed the land illegally, which I bet many have and are claiming grandfathering rights to the land, it can be taken back.

A rather conservative source reported differently several years ago:

The Wall is a waste of money.

They have drones, tunnels, boats, mini subs, and so forth. With all the money going to the wall probably less will go to border patrol; People will eventually find a way over no way to control that if it occurs.

Money shold be invested in expanding border patrol.
