He and his family should be easy ISIS recruits with that level of religious fanaticism.

Is Pakistan a US ally? The various administrations there, the military junta & the ISI all waver - I think they like our money & political cover, as our own foreign policy in regard to India has wavered here & there over the decades since the partition of India. Lately - the last 20 years or so - India is concerned about China's expanding zone of influence & the future implications. & so the US & India are re-approaching - although there are still some reservations about India's current government - which may be too pro-Hindu for its own good.
I don't know if anyone else is reporting it but I have seen many instances in the past where 1 news outlet breaks a story and others report it later on. This is not an uncommon occurrence.

What kind of culture celebrates their kids chopping off limbs? (or honor killing your daughter for kissing a boy)

Is this par for the course, or an isolated occurrence?
Stone age, That's all I can come up with.

You can't look at these people as your average run of the mill person. They are barbarians still living in the Middle Ages and that's how they need to be treated. Anything less than that and we become their victims as is happening in Europe.

You tell us. Do most Pakistani males have only one hand? What do you want us to tell you?

So, the report alleges that the boy cut off his own hand (not a limb - that would be the entire arm). But there's no police report, no forensics @ all, no footage, no interviews, nothing, as far as I can see from the article. Why should we credit the thing @ all?
AFP is (in English) Agency France Press, one of the most accurate and objective media outlets in the world. I find them on a par with Reuters and usually more accurate than AP. They have good reporting out of the AfPak and other south Asia regions.

Medically speaking, a hand is a limb.

The reason the boy cut off his hand was to save his life. In some parts of Pakistan (obviously where this boy lives), to be accused of blasphemy by a crowd usually results in death.

Blasphemy may be taken seriously in Pakistan but it looks like this kid overreacted. I'm not going to judge an entire culture by the dumb actions of a 15 year old kid (and his parents).

[there or anywhere]

And those monsters who whipped their son to death are going to prison for murder.

Not really the same thing as the OP is pointing to an instance of self-mutilation. Also, just because somebody in the USA or Western Europe did the same thing does not make it okay. Why would it?
