any peace treaty is going to have to include all the belligerents of the korean war, including china, britain, greece, turkey, etc. and i doubt that will happen. it took quite some time to get a truce in place. and i seriously doubt that the US and south korea will agree to end joint military exercises, though they may agree to not hold them so close to the border.
Sounds like their timing is impeccable - and their instincts are probably right-on. The U.S. just happens to have a one-man show wrapping-up a giant 'give-away' in Iran. Maybe they could just hop on a plane and pop-over to N. Korea and 'negotiate-away' something that would benefit the N. Koreans.

I used to fly in Korea back in the mid-1980s. They used to fly a Buff up from Guam about once every two weeks just for fun. We'd get briefed on their schedule because it was up to us to get out of their way. Apparently, it takes about seven states for a Buff to turn around.

If you're familiar with the intelligence estimates from various sources, North Korea only ran the reactor long enough to produce about 60 kg of plutonium (assuming the North Koreans ran with the greatest of efficiency).
They've already conducted three test-shots, so at a minimum, nearly 15 kg has been consumed (including tailings from the plutonium).
That leaves them with about ~45 kg of plutonium remaining, which would be enough for about five 20 kt warheads, or about nine 1 kt warheads.
So, let them keep testing until they run out of plutonium.
